<div><strong><em>L’Etat en quête d’une stratégie énergie-climat</em></strong><strong><br />
(The State in Search of an Energy-Climate Strategy), Presses des mines, 2023, 340p.</strong></div>
<div>Energy and climate have become major concerns in France, challenging the state in its role as strategist. How is the state approaching this new role? How is it building its vision for the future? How is it setting the broad guidelines intended to respond to the challenges of combating climate change and energy transition? These questions are at the heart of this book, which examines the drafting, from 2017 to 2020, of the National Low-Carbon Strategy (SNBC) and the Multi-Year Energy Program (PPE). Based on an in-depth survey of the actors who participated in their development, it offers a unique contribution to the sociology of public administration and decision-making in a field that has yet to be extensively studied. It also identifies a little-known facet of the state&#x27;s inaction on climate change: the powerlessness of the administration in charge of this issue in France. Relegated to a peripheral position in the bureaucratic hierarchy, with limited staff and resources, no real leverage for action, and little support from politicians, it is struggling to generate the momentum needed to achieve the goal of carbon neutrality by 2050.</div>

										<content:encoded><![CDATA[<p>Martine Drozdz will visit Japan from <span id="OBJ_PREFIX_DWT101_com_zimbra_date" class="Object"><span id="OBJ_PREFIX_DWT650_com_zimbra_date" class="Object" role="link">December</span></span> 5 to 20, 2023, invited by the <strong>Maison Franco-Japonaise</strong> as part of a scientific collaboration with Raphaël Languillon-Aussel, a researcher at the MFJ.</p>
<p>During her research stay, she will give a lecture on developments in urban planning in Europe, <em><a href="https://www.mfj.gr.jp/agenda/2023/12/08/2023-12-08_futureproof_cities/"><strong>entitled Futureproof cities: from urban sustainability to climate change urbanism, exploring a new paradigm for contemporary urban development.</strong></a> </em></p>
<p>She will also participate in the preparation of a symposium to be held in <span id="OBJ_PREFIX_DWT651_com_zimbra_date" class="Object" role="link">June 2024</span> at the MFJ on event-based urban planning and its impact on host cities, co-organized with the French Embassy in Japan. The symposium will showcase the results of the Franco-Brazilian CoPOLIS research program, funded by the ANR and partnered by LATTS.</p>
<p>The stay also aims to prepare an exhibition project, co-curated by Martine Drozdz, on the cartographic history of world fairs, to be presented in spring 2024.</p>
<p>Finally, the research stay will be accompanied by a series of visits and meetings in Kansai, Osaka, in preparation for the World Expo to be held in 2025.</p>

										<content:encoded><![CDATA[<p><a href="https://latts.fr/chercheur/steve-bernardin/"><strong>Stève Bernardin</strong></a> will speak at this <a href="https://www.chaire-pari.fr/#1">PARI Chair</a> seminar on this topic on Thursday, February 16 (8:30-9:45 a.m.) in webinar format.</p>
<p>The promoters of autonomous vehicles predict that, in the long term, artificial intelligence will make it possible to eradicate accidents by simply eliminating the human factor from driving. There will no longer be any question of drunk driving, speeding, or inattention. How are insurers approaching this anticipated revolution, which ultimately calls into question the very usefulness of car insurance? We propose to analyze this through the lens of an industry mobilization currently underway in the United States.</p>
<p>Initiated shortly before the latest lockdown, our survey is currently based on some 60 interviews conducted on both sides of the Atlantic. It reveals a development in actuarial studies that emphasizes not only the possible reduction of certain risks, but also the potential emergence of new problems, particularly serial ones, linked to the deployment of connected vehicles. Incidentally, it reflects a desire to defend the insurance industry at a time when manufacturers in the automotive and new technology sectors are considering becoming insurers for their current and future customers, as is the case with Tesla in California, Texas, and Illinois.</p>
<p>Using the textbook case of autonomous vehicles, the analysis reveals, in short, a form of forced mobilization in the face of technological innovation. It highlights unexpected constraints for a sector that no longer has the research and development capabilities that characterized it in the last century, while also demonstrating the new resources available to certain insurers, who are even becoming entrepreneurs in political and social causes.</p>

										<content:encoded><![CDATA[<p><strong>Antoine Picon</strong> will speak on this topic on Thursday, September 1, 2022, during the &quot;inaugural lectures for first-year students at École des Ponts ParisTech&quot; (10:30 a.m. to 12:00 p.m., Caquot lecture hall, Coriolis Building).</p>
<p>The industrial era saw the rise of the engineer as the embodiment of progress that was inextricably linked to both technology and society. The promises of engineering seemed to transcend ideological divides. Whether capitalist or communist, people appreciated the achievements of engineers. This optimism no longer seems entirely appropriate today, as technical progress is far from unanimously accepted. The acceleration of climate change has amplified these doubts. More generally, engineering no longer seems capable of shaping the future desired by entire segments of the population in developed countries who are sensitive to the issues of necessary energy transition and degrowth. Questioning its future means accepting to confront the question, unthinkable a few decades ago, of the validity of progress.</p>
