Over the past fifteen years or so, video tutorials have experienced spectacular growth, both in terms of content creators, who are producing more and more of them, and users, who are consuming them intensively. These videos, most often produced by "amateurs" and now available on several platforms (YouTube, Instagram, TikTok, etc.), provide access to a wide variety of knowledge and skills, ranging from cooking to science and personal care. This issue, "Videos for Learning," seeks to 1) understand the diversity of these forms of learning through a survey that shows the widespread use of videos for learning (80% of the population consumes them), with significant differences according to gender and age and a wide range of learning areas; 2) to show how these online videos fit into a learning environment that mobilizes other resources such as courses, peer exchanges, and paper guides, and which increasingly favors images over the written word; 3) Finally, to show how these videos shape a particular type of interaction between designers and their audiences, with a specific framing of the encounter thus organized and formats ranging from traditional knowledge transfer to learning by imitation in the manner of frayage (learning by imitation). These questions are explored in articles that focus on different learning contexts: music in adulthood, board game rules, leisure activities among young people, DIY, and professional training for doctors.

Reconstructing public action in Île-de-France. Financing channels, digital technologies, and links to urban production chains.

Théo Bendahan joined LATTS as part of a PhD program supervised by Olivier Coutard and co-supervised by Ludovic Halbert and Félix Adisson. His thesis is entitled: "The reconstitution of public land action in Île-de-France. Financing circuits, digital technologies, and links to urban production chains." Through his research, he seeks to examine the apparent paradox between, on the one hand, the reconstitution of public land control and ownership capacity in Île-de-France since the 2010s and, on the other hand, the growing and renewed role of private operators in the production of urban spaces within the same region.

By studying the financing circuit, the legal and regulatory mechanisms, and the socio-technical instruments that underpin this renewed capacity for intervention in the Île-de-France markets, we will examine the social and spatial effects of public land action on the nature and programming of operations delivered in the Île-de-France region, questioning the potential contribution of this action to the dynamics of tertiarization and financialization of urban space in the Île-de-France region.

After earning a bachelor's degree in political science and geography (University College London), he enrolled in the Sciences Po Urban School for a first year of master's studies, before obtaining his master's degree from the Paris School of Urban Planning in 2022 (specializing in urban programming, projects, and management). Before joining LATTS, he worked for a year and a half as a project manager at the Établissement Public Foncier d'Île-de-France (EPFIF). During this professional experience, he wrote a thesis on the impact of public land action mechanisms on financialization.

For several years now, urban planning has incorporated environmental issues. In France, for example, Local Energy Plans, Energy Master Plans, and Climate Plans have been implemented by certain local authorities (Hinterberger, 2020).

These have become important in urban planning and the construction of the built environment for most cities in Europe.

However, their proponents find that they are not easily and quickly implemented in a practical and effective manner. This observation has been made and confirmed over several years. Feng et al. (2019) explain, using the example of 34 cities, that the number of net-zero energy buildings is lower than expected due to building codes and energy standards and the high initial cost, which is the main obstacle to implementation. Other studies conclude that most of these plans are highly dependent on the local context, with many pre-existing factors that are difficult to change (Ballesteros, 2013).

This leads us to look at what happens between planning and implementation: Why is there a lack of connection? Why are objectives, guidelines, and plans poorly translated into operational projects? How can these weaknesses be explained?
These frequently observed discrepancies have been the subject of scientific analysis but remain incompletely understood. Research has addressed this issue from various approaches: socio-technical (Geels, Kemp, 2007; McCauley, Stephens, 2012), organizational and institutional (Friedrichsen et al. 2014), and socio-political and legal (Bronin, 2010).

The main objective is to elucidate the reasons for the weak relationship between energy plan strategies and their implementation in reality, and the reasons for the slow pace of energy plan implementation and, in some cases, the failure and delay of certain projects during implementation.
The doctoral proposal is to carry out this analysis by observing the Segrtae project in Italy and other local situations in France.
