François-Mathieu Poupeau

Bio

A sociologist and political scientist by training (PhD and postdoctoral research at Sciences Po Paris), I am a research director at the CNRS and a professor at École des Ponts ParisTech. I have also been a member of the Scientific Council of ADEME since July 2024 and a member of the Scientific Council of the Committee on the History of the Environment and Sustainable Development (CHEDD, Ministry for the Energy Transition) since April 2025.

My research currently focuses on four main areas:

1) public policies on energy transition in France and Europe (market liberalisation and regulation, the impact of digital technology, the role of local authorities, the transformation of major public service operators, etc.),

2) the regulation of digital platforms: the case of “Mobility as a Service” (MaaS),

3) the reform of local government in France (merger of decentralised services, new governance of local government, transformations within the Ministry of Ecology, new forms of regulation involving local stakeholders, etc.),

4) the socio-history of (de)centralisation in France.

Readers will find below a more detailed description of these three areas of research, accompanied by a list of my main publications on each subject.

Appointed Professor at École des Ponts ParisTech in 2019, I also teach at this institution, primarily on two Master’s programmes:

– the Specialised Master’s programme “Public Policy and Action for Sustainable Development” (PAPDD), designed to train Civil and Forestry Engineers (IPEF) prior to their first appointment within government departments and state-run organisations,

– the Specialised Master’s programme “Advanced Public Action in Morocco” (MAPAM), jointly awarded by École des Ponts ParisTech and Mohammed VI Polytechnic University (Benguerir), which trains students and civil servants in the challenges of public action.
