In the world of local government, we often know who presides over the executive branch. But those who steer the institution alongside them are much less well known. This book is the result of a sociological survey conducted on those who lead intermunicipal institutions. Who are they? What are their backgrounds? How do they do their job? How do they integrate the administrative changes brought about by incessant reforms? How do they manage to work with a composite executive, which is also a collective of mayors? These are some of the questions this book attempts to answer. In doing so, it solves a mystery that quickly emerged during the investigation: why do these leaders spontaneously and without exception describe themselves as atypical?
